Nothing wrong with it as long as they're having sex with other teenagers. It only becomes an issue when they're having sex with adults. That's why age of consent laws usually account for this with "Romeo and Juliet" clauses.

I had a sexual relationship with a 24 year old when I was 16, but now I'm the same age he was I wouldn't dream of having sex with a 16 year old. It wasn't having sex that was the issue, it was the age gap.
