In England and Wales all constables have the same powers under the Police and Criminal Evidence Act. Scotland and NI have their own legislation and do things a bit differently.
In terms of different forces operating differently, it's mostly just policy. The national crime recording standards are the same across the country however some forces take a different approach. This is why you get some county forces nicking people for bullying a tranny and others who wouldn't even bother putting a crime report on for that.
British policing is fucked and intelligence sharing is minimal, especially on the lower levels. This is why county lines work so well.

Not really, Similar to what @Poonocchio said, a lot of people are calling themselves trans (or NB) and since the requirement for entry on the club has been lowered to "If I say so" then you have the easiest social status path ever.
