IANAL, but while the debts are usually combined for dramatic or comedic effect, legally, these are two entirely distinct debts that happen to be owed to the same entity. Paying off one does nothing to the other.
Early on he could have gotten a payment plan, and possibly through a debtor examination could get some kind of reduction in the fees. The main problem is he refused to pay anything so the judgement has been quietly accumulating interest. Ignoring the problem didn't make it go away.
