They did a pretty good job with it considering how low budget it was, and this is probably better than any Hollywood adaptation would be.

I'm like 99% sure Avi Arad still controls the rights to the Metal Gear film so I really doubt this.

Surprisingly, yes. Mostly because MGS is equally as dumb as Bay. He'd need to be convinced to tone down the explosions though.
