I watched the video. It is supposed to be about the philosophy of the law; how it is defined and interpreted. However, like usual, it's a complete mess. After discussing philosophical definitions of law, he goes on to talk about austerity measures and one British officer's perspective on the recent decline in policing in the country. I would recommend watching The Wire instead. Yes, it's five seasons of a tv show, but its fun and more useful than all of Oliver's YouTube content.

We get the actual reason he made this video in the last 10 to 15 minutes. Law has been interpreted to harm his community; the LGBT one. He brings up Operation Soap, a 1981 Toronto, Ontario police raid on four gay bathhouses. Choob is correct in saying that this was the police interpreting a law against 'bawdy-houses' to justify the raid, he frames it as just the police targeting gay people. I looked at Wikipedia a found that there had been political pressure to clean up the then-seedy Yonge Street because in 1977, Emanuel Jaques, a 12 year old boy was raped and murdered by several men above a massage parlour. Kind of makes sense why the police would go overboard because of political pressure.

Choob then brings up that UK prohibits discrimination against lesbians but it does not define what lesbians are as an example of how vagueness in law can benefit people (which he most likely means is his autogynephilia). He is concerned at some rising political pressure to narrowly define the term lesbians. Ultimately, this whole video is about Oliver's fear that at some point, he may not be able to legally define himself as a lesbian in the United Kingdom.

I'm still not sure who it is he thinks he appeals to. Of course he would doubtless answer "everyone, babes" but I can;t quite get my head around the psychological profile of the average PhilosophyTube watcher. Even pretending his video 'essays' are supposed to have actual content has become a bothersome formality to him, the production is too polished (debatable but for lack of a better term) and their authorial voice and subject matter too impersonal to be relatable, and just... his whole manner has this overbearing tone of condescension and sense of "I know you know what you know about me, and I know you know there's nothing you can do about it".

I think he also decided to do a twist on the delivery of the lines to "make the character my own" instead of reading them as written/intended.

Ollie: (excited) You've returned! (dismissively brushing past) ...and the Mother Superior is gone. (with wry amusement) So much can change, so quickly.

I'm not going to try and find out the lore for this character or the storyline. But from context it appears this Nocturne is a childhood friend of "Shadowheart" who's very sheltered and never left whatever convent-school setup they've got going on. She seems to be written to be having happy reminisces but tinged with melancholy at all the losses they've endured, that they've never seen the wider world and their friend has forgotten them (due to some sort of magic amnesia, I assume).

Ollie meanwhile is reading the lines as if this purple demon thing is a confident, flirtatious being that's in high spirits and almost patronising the other character (there's a certain "smug wiseness" energy). The vibe is some sort of expository character that's providing much needed plot information, but if I look it up...
When you're done, make sure to loot all the corpses in the chamber. You'll also want to grab the Silver Key. Likewise, if you check one of the side rooms in the main chamber, you'll meet a priestess named Nocturne. She and Shadowheart used to be pals. Make sure you purchase some items from her, as she'll disappear after you do a long rest. Additionally, you'll find the Counting House Vault 8 Key from the small chest in the dormitory.

...so this is literally just a random bonus character that you could easily miss and will only give you some background flavour if you happen to have this specific character in your party and you force that character to go talk to her.

He's a merchant that plays a minor part in one of the companion characters (Shadowheart). What you've seen is all there is.
