I think he will.

1. He's washed up and irrelevant, meaning that twitter employees, masters of working 3 days a week, will not bother looking further into him
2. Elon needs to sell the façade to people that Twitter is a public forum where nobody gets permabanned
3. It's highly unlikely that him getting back on would be a PR disaster and generate any news articles

In short, no one besides this "sektur" gives a shit.

Absolute fuckin gold!

Ralph is going to have to let the haters do Wings style highlight videos to keep him relevant since he lost his precious twitter. As much as I hate the autism of the wings trolling community it’s nice to be able to get a new highlight video every day. If only we had that for Ralph.
