You could be right and maybe it is bullshit, but that doesn't seem suspect to me at all. If it didn't happen, then there's no reason for the police to have got involved. I'm sure the school would have avoided doing that if they could, the parents of the girls who were talking about it definitely would have tried their best to avoid it, and 'Kelly' may not even have been aware of it. From the information available there's no reason to think they even seriously planned to do it.
