Internet based stalking is still tricky to prosecute, but phone based there is a lot more precedent.
Any normal victim of stalking would pass this to the police investigating and not say shit on twitter.

If half the shit he claimed was happening to him, there would be people in prison. Police do actually take legitimate threats of violence seriously. What's happening with the voicemails is the equivalent of calling up a Domino's and asking them to shit in a pizza box. The most he can do is call the rascals back and tell them to stop, and (crucially) cease contact with said rascals. It's not worth anyone's time to go after out-of-state people who are leaving voicemails asking if they can fart in his wife's pussy, especially when the person they are doing it to is constantly and deliberately fanning the flames in direct opposition to the advice he has received from lawyers and police to cease contact.
