Those were different cause America also shoots niggers on boats so that Europeans don't have to. The sadness of 6 dead kids was outweighed by the hapiness of Americans continuing to be able to purchase lead painted trinkets from chinks for pennies on the dollar.

It's neither, it's pure basic analysis.

The usage of nukes is not restricted by any official treaty. Rather, it's restricted by a very, very basic idea.

"Any entity who uses nukes in an offensive war will be absolutely ruined economically and become a political pariah". They'd be ousted entirely from the political community, cut off from financial resources, and this would be universal. Not even tyrannical states like China would really want anything to do with them. At least not officially.


So the closer these restrictions get to being that status already....
