They're trying so hard to make it about Trump because they're overcompensating for this happening on Biden's watch and him fumbling around about it, as usual. It doesn't help that he killed the Keystone Pipeline, which could've been used to compensate for the loss of Russian oil.

According to what I read, oil imports from Canada still significantly increased without Keystone XL.

"Not all" means some of it would, "even without" means it would've been more, and where would the rest of it have gone? If it went to Western Europe, that would reduce THEIR Russian oil dependence, which they're currently struggling with while trying to bring sanctions. Also, where oil is sent can be changed. To me this looks like a cope to soften criticism of Biden.
 
My favorite part of all this, other than the genuine insensitivity she displayed, is where she claims that this is good for Biden because a President has always won re-election during a war.
