You need a rig like this to tow a tractor trailer, or a large piece of farm equipment, they're basically cranes.
It's a highly specialized truck and your average wrecker service isn't going to have one unless they routinely deal in big diesels.
From what I understand none of the local operators are willing to help the police with this.

My late father in law was a diesel mechanic and fixed tractors all the time. The normal sized ones the farmers move around themselves on trailers generally. Even if there was a company in Ottawa willing to do it, there aren't nearly enough trucks to do it. Ottawa is surrounded by country towns and even then you will only see one on rare occasion. Most farm equipment and large vehicles are transported on large flatbeds pulled by other large trucks. And good luck maneuvering a whole bunch of 35-42 foot trailers in downtown Ottawa.Ah alright.
