Fuck Quebec. Of course Ottawa wanted to fuck them in the ass. An independent Quebec would negotiate a deal to sell dairy in the US, which would inevitably turn into Quebec becoming the 51st state to avoid import tariffs. This strategically cannot be allowed to happen as in the event of conflict with the US half of the country would be cut off and the US would have direct access into the Hudson's Bay.
