In a well functioning organization, very unusual. Its a sign of serious problems with your workforce. In you law enforcement or military this kind of shit is a prelude to a very dangerous amount of disruption and potential issues. It depends on why the leader is there and what kind of environment it is. If it's clearly a dog and pony show, no one will say anything. It's kinda like brown recluses. Weird analogy, I know, but bear with me.
