I don't have any strong opinions as to whether Stonetoss is any race or sex, but there's not much to go off of to prove he's Redpanels other than a similar, simplistic art style and political stances. Beyond that, the only evidence there seems to be is just word of mouth saying they're the same person.

Nice work, though the Newgrounds comment is referring to Harry Partridge, the creator of Starbarians. According to Behind the Name, Henry was the most popular male baby name starting with an H in the US in 1991, so that's my guess.
