Trump actually is offering a sort of amnesty. If you turn yourself in for self deportations you get all fines assessed for illegal residency waived, your flight home paid for, and 2000 dollars. In addition to all that your deportation will not preclude you from seeking legitimate re-entry to the country like deportations for overstay normally would.
