It seems like it came after Joey and his Fiancee broke up back in July, but September is when I first noticed they were interacting. I do know however that Zoe has the reputation of being a homewrecker so it is possible that they were dating before Joey dumped his fiancee.
It seems the peak of this relationship occurred when Joey announced his all tranny t4t wrestling company, as Zoe wanted to get involved in the company in some way.

It seems like by September though the relationship fell apart as Joey would end up blocking Zoe then, and my best guess as to why it happened was because of the 4 hour NeverKnowsBest Gamergate documentary that came out a week before he blocked Zoe. I think that Joey saw the documentary, saw the damage that Zoe did not only to herself but to everyone around her, and decided that privately he did not want anything else to do with her and they broke up. Now Joey did at one point unblock her as it appeared they tried to mend said relationship, but it appears that Joey had second thoughts as he recently decided to reblock her again.
