Remedial means that it is intended to fix (or
remedy) a problem, but it is more commonly associated with remedial schooling which are classes intended to help students who are falling behind their classmates.
I've never heard remedial used in the way that Ian is using it, but I understand what he intends. Its like saying that someone needs remedial classes. People use "ESL" and "special ed" in the same way.
Obviously, his few fans would find those terms offensive, so "remedial" may be his attempt to get past that. Or it may just be slang that he grew up using in San Diego.

The token black guy from the h3 Content Cop compared h3's apology video for saying "nigger" in the past to iDubbbz' apology. He said h3's was bad because he said that he was "ashamed and embarrassed" for edgy jokes he'd made in the past but didn't say the word "sorry", but 3 seconds into IdBS' he said it was better because he said the words "I'm sorry."
To a thinking person, saying "I'm ashamed and embarrassed" is a far stronger statement than "I'm sorry". I'll say "I'm sorry" if my backpack rubs against your leg on the bus. I'll say "I'm sorry" if my candy wrapper is too loud in a movie theater. I'll say "I'm sorry" if I didn't hear something you said and need you to repeat it. If I said I was ashamed and embarrassed in any of those situations you would be right to think I was insane.
My point being that these people are very dumb (or pretending to be) so if an argument can be technically correct they will latch onto it for dear life. "h3 never said sorry for saying the n-word!" Technically true, he never specifically said "sorry for saying nigger". "Ian never claimed that h3 molested his children!" Technically true, he tried to spread a claim that someone else made.
They don't really care if something is obviously untrue in any meaningful sense, They just want a way to weasel out of accountability for saying it.
