A swat without an arrest is common practice, which also may occur under probable cause.

I am not mixing up probable cause with exigent circumstances, but they have an overlap on how the police respond.

Clearly, there was enough probable cause for Tarl's ugly ass to get arrested. from likely an anonymous tip.
