In their own country they have complete control over what gets out of those camps and as long as you don't have videos of atrocities people won't give a shit. Trying to pull the same thing in Afhganistan will have every goatfucker with a smartphone spreading everything the Chinese do and it is very apperant the Taliban knows how to play social media far better than any country. Additionally, the problem with starting this kind of genocide is that it gives a blank check to any population under Chinese threat to basically do anything they want without appearing villainous. Finally the sheer logistics of finding and killing 30M+ people will be extremely hard.

Not really. In a desolate shithole like Afghanistan all you need to do is lock down the biggest sources of water and poison the rest. It's already suffering from drought and overpopulation. You could wipe out 90% of the population in a few weeks with a little effort.
