The reporter makes it sound like they don't know whether they're going to have elections or not, but to me, it sounds like they'll be mostly an aristocracy, but will have some elected positions.

my own take is that they'll have to give a fair bit of political leeway to those religious leaders, who will have their own version of 'elections', in exchange for their support, and in such a way they may yet rule their country relatively well if they can secure most of their blessings. but time will tell if they can compromise with them or if they'll go back to being uncompromising, piss off one too many (or key ones) and they flip their support to some warlord instead.

If it were up to me, I'd feudalize the country since that would prevent the tribes from fighting for dominance, and would also make it harder to subvert the system since there's no singular entity running everything.
