Not necessarily. She may have wanted to go to GW but couldn't get in for whatever reason, but got a shirt anyway. I've met a few people who did that. Alternatively, she may be aiming for GW as her grad school. Either way, she's still a dumb teenager who was raised by the internet and appears to have a terminal case of GOTIS and unwarranted self-importance.
