I dont think so because in their dumb rescue story they specified the person they rescued was given their number, so it would be an unknown to us I'd imagine.

Which is helpful since that means it can't be disproven or have a slip up in the story since they likely don't exist.

Bonnie is quite far in the distance. It looks like the dogs aren't so much "getting out" as they are "desperately trying to escape the forsaken wasteland of the Tranch and those who dwell within it".

Would be interesting if one of their dogs did escape and started worrying the neighbour's livestock (if they have any). A tranch story arc about either their dog killing the neighbour's animals (they have no evidence it was our dog, this is transphobic!) or their dog getting shot by a neighbour for being on their land (this was a transphobic hate crime) would be interesting, not that I want their dogs to be shot.

I'd prefer 'kind neighbour takes in neglected dog and calls the state board about the rest' arc

That backpack looks like something my charcter from Ghost Recon Wildlands would wear. Its not hard or expensive to get a cheap radio/headset working. Hell Amazon sells packs of them and all you need is earbuds and you blend in. Hell spec-ops use this set up. But i suppose it wouldn't look cool for your larp ops.
