It's possible. Some men are really into degradation. The tattoos, piercings, and shaved head would all be in line with that fetish.

There is actually a psychological reason why long hair is considered attractive. It's not easy to take care of, creates another attack vulnerability as something a hostile human can grab and takes for fucking ever to grow to a reasonable length. In men well kept long hair either means you are high status enough to have guards or tough enough that even with the extra vulnerability you had better not be messed with. It also means you can plan ahead and have good hygiene. All good traits for a potential mate. In women it means roughly the same thing, though the vulnerability factor is attractive for its own sake, along with the signal for good hygiene and ability to plan for the future. A woman with a shaved head signals she does not want a relationship with a man, has poor hygiene and is impulsive to a literal fault. Meaning among other things she will be unfaithful. There is a reason in ye olden times shaving a woman's head was often a form of punishment.

Tl;Dr autism, long hair is always attractive even in men. Shaved heads are never attractive in women.
