That's par for the course, at least for the advisors, when it comes to the executive branch. The President doesn't really know much about the various policies he deals with. The advisors send him information about current issues and policy recommendations. But the advisors themselves don't know everything about their field, so they have to rely on others to find and compile the information. Factor in political perception bias, demands of the voters, recommendations of experts, concerns of foreign states, previous knowledge of the topics, the information that you have to leave out, and above all, the time the President has to take to read and understand his briefings, and it is a shock that any President can run a functioning administration.
There's no doubt that with Biden in particular it is likely that his team is not utilizing any information or recommendations that came from the Trump administration. If Trump's CBP was recommending the Biden admin to prepare for a surge at the Southern border; they wouldn't give it a single look.
