The law is what caused most asylums to close down (Granted the state many were in were beyond horrible and reform was needed desperately). JFK assumed that family members would step up and take care of their mentally ill kin. All that really resulted was

1) mass homelessness of the mentally ill who had no (or willing) family or other support networks, even if family stepped up some people are so ill/so disabled they require 24/7 care which only drains on the care givers.

1.5) Due to the lack of resources and social safety nets a growing number of the mentally ill started to abuse alcohol and hard drugs more to try to treat their issues.

2) group homes which very much can mimic the issues on a smaller scale of asylums to this day (abuse of sexual and non sexual types, chemical and physical restraints even when not needed/illegal , etc)

3) Those who truely need to be institutionalized are not, even when it would provide them a better life then what they have living with family (what happens when thier aging parents die) or in a group home (where idealiy those who can have some level of autonomy can go).
