Because they assumed the state wasn't needed, and looked away. Put simply, it being called meant it was off the board as a game piece and so they focused all their attention elsewhere. It might just be the case that they didn't realize it was in play in time to get the ground mobilization to get the ballots in. There is no ballot printer, by law, on the premise of the counting locations. They need to get the ballots from elsewhere. But now that the protests occurred, they would be unable to bring them in.

Because there is a critical weight to something being obviously fraud. You can explain it away only so much before the very image of impropriety is evidence of impropriety itself. They are already actively toeing the line in their desperation, doing this in Arizona would be well past toeing.

Let me put it this way, if we were already at the point that maintaining the image of propriety need no longer apply, then they wouldn't have bothered to close the polls and plan in the first place.

Can you use statistical data in a legal argument for why you have good reason to believe fraud has occured, because there's no way 89% of Wisconsinites voted when typically between ~67-73% vote, there should be 100k ballots going only to Biden in the same state and something similar happening in Michigan along with pollster bullshit going on in multiple states. Like that's actually impossible in any metric.

Honestly at this point there should be a 2nd election where everything is monitored extremely closely.
