Yeah, they don't want to rebuild. If he really does care, because he goes there, he should be upfront that they are just going to take the money and go feel sad somewhere. They aren't coming back. This is the price of letting the bad guys win.

Still, if he wants to collect money to give them out of pity, because he was fond them, that's understandable. Even people who are assholes have somethings they care about. I'm a terrible person, but I still have friends and businesses I might open a gofundme for if they were in a bind, so they at least are made whole before they close.

Most charities end up giving the money to gov' officials in Africa, you'll never be able to help them.
