I can think of multiple reasons why "cis" isn't used as a slur. Most of them have to do with the fact that "cis" refers to over 99% of the world's population. That and there are no communities solely based around the idea of said community being "cis". Meanwhile, there are plenty of communities that are almost entirely based around their members being trannies and said communities tend to display obnoxious, deviant and generally socially unacceptable behaviour.

Also, it's normal for people to not want to mutilate themselves and inject themselves with foreign hormones, the opposite is abnormal and weird.
