This is bullshit. Otherwise various presidential administrations wouldn't spend so much time weaponizing HUD against white neighborhoods by bringing blacks into them. Mitt Romney's father is infamous for doing so under the nose of Nixon after Nixon appointed him to be the Secretary of HUD. The Obama Administration did the same kind of shit.
