The standard is "Imminent Lawless Action". What this means is that advocating that some crime should occur at some indefinite point in the future is protected by the First Amendment. Providing detailed instructions in how to commit a crime also seems to fall under that umbrella AFAICT. What isn't protected is something along the lines of "he's a cop, lets get him" during a riot.

Free speech protections in the US are surprisingly broad. For instance, detailed instructions on how to build a highly illegal submachine gun firing common 9mm pistol rounds is both protected by the 1st Amendment and publicly available on the internet.
