Antifags operate as dozens of very loosely connected autonomous cells without a central command. They have bigtime external financial backers, but their finances aren't really centralized. Going after them (legally) on a national level with RICO would probably be hard, but I don't doubt that individual cells could potentially be taken down and their finances investigated.
