That's a canonical look actually, just not really in the Teen Titans cartoon show. It's usually when she's flying that the end of her hair is made to look like flames or like its alight with energy.
It's why I said earlier in this thread somewhere that shitty redesigns that give her short hair automatically failures.

Not really sjw-themed but the artist (who is definitely an sjw) still used a lot of stuff that appears in that sort of art so it probably belongs here.
