It was during the domestic violence incident in Miami, and it was Cog's stream. Colonel J was able to talk for about four seconds, but Andy had just started a livestream, so Cog dropped him to stream-snipe Andy instead. It was pretty funny.

Regarding view bots: I am often one of the people in a livestream after it "ends" because I missed the beginning and have to rewind or I pause the stream for an hour to eat dinner. I typically don't participate in chat, so I don't care if I'm an hour or two behind most people watching.
