Again, it's one of those things that never gets litigated, So no one really knows where the EXACT line is.
Here is an/the interesting part of that ruling:
Defendant contends the materials seized from him were professionally produced Japanese comic books, and the drawings in question were created by accomplished artists and are accompanied by narrative text. Defendant asserts the comic books at issue are widely and legally available to the public in Japan, and that while some of the images in his possession may be deemed objectionable for certain readers, they nevertheless represent serious art by talented and skilled professionals, and as such, the cartons and drawings are not obscene.
Basically because it was made by a skilled artist, (in this case) they couldn't find the material, obscene. (though I know of a case with the exact same situation where the guy took a plea deal and got 3 months or something)
Which again, is kind of funny because it implies if you are bad at art and draw this stuff, it would be illegal/not protected speech.

But CSAM and obscenity are in two different categories, something can still be considered obscene even if it doesn't quite meet the CSAM bar. The problem in the US on a federal level is that the prosecution must be able to convince everyone that a drawing holds no artistic merit for it to be considered obscene, which is difficult to do.
