Why are you (or anyone else) surprised? He's doing it because he can. He has the ability to do something that angers people and he thinks it's funny. Of course he's going to keep doing it! Following it up with "nuh-uh, I did not!" is just as funny to him, especially because everyone knows he's doing it, he knows it, and people can't (seemingly, in his view at least) punish him for it besides howling at the moon about it.
He's doing it because he can and because he thinks it's funny when people get angry at him for doing it.
Lots of people here are making the classic mistake dealing with compulsive liars and narcissists -- you cannot experience that moment of immense satisfaction in compelling them to "confess" or admit they're lying. They cannot provide you that. They're incapable. They will not admit dishonesty. Can't do it. Their brain's hardwired not to do it. You're arguing with somebody over a lie, who knows he's lying, knows you know he's lying, and who doesn't care. The only thing that will ever make him care is punishment (which he believes you cannot dole out), and the only "care" it would generate concerns avoiding or mitigating it.
If the gist of this is hard to pick up (I get it -- people capable of honesty do genuinely have trouble conceptualizing this kind of mindset), ask yourself this question: when's the last time you heard a used car salesman admit to a customer -- in public and in front of witnesses -- that he's trying to fuck that customer over financially? Never. That's when. Because it never happens. They are the classic "lying cheating scumbag" archetype, everybody knows it (including them), and they warmly embrace it because not enough of them have been shot or imprisoned yet to give the rest motive not to continue. They don't care. They just act as they're wont to act, outrage be damned. It's a game and they fucking love playing it.
