Rick is apparently so stupid he doesn't realize the purpose of bodies with names like "Truth and Reconciliation Commission" do not generally focus on criminal prosecution. They just try to create a valid historical record of what are generally mass atrocities.

Unless it's a situation with mountains of corpses and it's literally impossible to prosecute, you don't have such a commission.
