The government gets to try to collect debt until the debtor dies, which also costs money in the way of federal employees whose sole purpose is bothering people to pay their loans. The reason why normal debt "goes to collections" is that companies find debt collection to be such a losing battle that they sell most of their debt to collection companies for very little money.
