Literally one of our first wars was the Quasi War with France which didn't require Congress to declare war. The president needed the power to mobilize troops and quickly responding to threats, Such as invaders, rebellions, or uppity natives and not wait around for congress to meet and debate the matter. All declaring war does is unlock a powerful toolbox of emergency powers to allow PotUS to handle it. If the president can make due without it he doesn't need to declare war.The problem here, I think, is that the founding fathers didn't foresee a situation where a country goes to war, without formally declaring such. I don't think the military operations we conduct now were ever contemplated as part of their 18th century understanding of the world.
That's why we eventually ended up with the War Powers Act.
