They're pretty much at the point of having to restrain themselves to potshots and hope they get lucky.
That one Kuwait strike that killed six soldiers is probably impossible to repeat without completely blowing what they have left.
We're at the point of making sure we get rid of every last launcher, so they can't bunker down and pull snipes of opportunity like a damn bug hive.

Its more of a volume issue not some kind of technology deficiency. Air defense systems have a "magazine" of sorts so they can only launch so many interceptors before they have to be reloaded. If your enemy doesn't care about conserving ammo they can simply choose to overwhelm a particular launcher. A common tactic is to swarm an individual point with low cost drones, forcing the system to deplete its ammo, and then ram an IRBM through. Its estimated that Iran had 1500-2000 ballistic missles left at the start of the war. Iran can choose to guarantee casualties by launching way, way too many weapons for one target.
