Iran's missiles are extremely inaccurate. Its is likely they have reworked soviet guidance systems that look for things with the biggest return to try to find something juicy to hit.
The countries are being hit because they host US military presence despite them closing off airspace and hubs to the US for strikes on Iran.
Iran knew this was a temporary state of affairs. They IRGC assumed that if the US was going in, those restrictions would have been listedn and pre-approved targeting these countries adn trying to hit US interests inside. They assumed that with all the US hardware that the US would only launch a single massive all-in strike, and there might be no way for local commanders to talk to central command for a while if ever. Thus local commanders were given targets and launch authority if Iran was struck.
The restrictions were not lifted, iran struck neighnoring effective neutral countries and now they are the aggressor and look like a bunch of violent bitches.

Its about to get worse. The Saudi's basically just declared war on Iran a few minutes ago. They are big mad about Riyadh being targeted and the gulf states getting bombed indiscriminately.
They are not just Big Mad. They knew this was going to happen. This is not a case of "fuck we need to get organized (and hire a bunch of mercs because our citizens are arabs and worthless in war)". They have been getting ready for the past month.

the big difference between iran and north korea is that NK has big daddy china as a security guarantee to deter US invasion, that's why they got away with developing nukes. iran has no great power patron who is willing to fight a war on its behalf, that's why they didn't succeed while NK did.
