It's not about offering anything, just saying the right words and slowly steering the system to benefit their side. The goal for the Democrats for at least my entire life has been a slow and steady consolidation of power. They do this through gerrymandering, judicial appointments, loose voting laws, encouraging foreigners to bolster their districts in the census and at the very least benefiting from the anchor babies of illegals.
