As far as I know any one app can take over the full x3d cache if needed and its capable of asymmetrically boosting so this pretty much is what it already should be doing automaticallyNGL the best chip today would be X3D with a partially disabled die/cores where 1 core/CCD gets all the L2/L3 to itself (RIP specific core control, K5 you will be missed) or a 1P 1E Intel core if it exists lmao.
Mind you it would still be nice if they made a single giga mega rape core that pulled out all the stops for single core performance/memory bus access plus an x3d tile directly on it plus a background task core but this remains a fairly unique use case and hence that is sadly not something that exists
