I took it upon myself to learn how the group that Will Stancil was kicked out of operates. The most prominent anti-ICE groups are
Defend 612 and
Monarca who organize events and distribute "revolutionary" materials. To actually join an ICE Rapid Response group, these organizations instructs you to download the encrypted messaging app Signal. On Signal, responders and locals will join Signal group chats where concerned citizens submit possible ICE sightings. Members can join by scanning the QR codes found online or on flyers printed around Minneapolis. After joining, newcomers are will identify themselves with emojis that correspond to their active roles :
"
Daily RR MPLS" chat role emojis: put an emoji IN FRONT of your name in Signal while performing any of these roles:

= Mobile Patrol / Commuter - In a vehicle driving around, looking for agents

= Stationary Patrol/Monitor - In a vehicle positioned at key places in the area, looking for agents
= Foot Patrol - On foot, looking for agents
= Dispatch - Live on the Monitor / Patrol group call
= Hyper-local group messenger - Ready to pass on word to individual neighborhoods and blocks
= School / event safety spotters - Assigned and connected to a specific school or event
= License plate checker - Ready to check a plate against the list of known license plates
= Medic - Ready to offer medical care
= Aftercare provider - Available to connect with responders after an event

These Signal groups have two distinct organizational structures. The first one are the "Hyperlocal Rapid Response chats."
These chats consist of members specific to a certain neighborhood and primarily post about any ICE happenings in their immediate vicinity. To submit an ICE sighting, you must snap a photograph and relay specific information to these chats. This includes the vehicle's make and model, license plates, what street they're going on, etc. If the situation involves a convoy or multiple ICE agents, splinter groups are created.
You may have noticed the need for verification and wondered; Who verifies and how is anything verified? The "verifiers" or "dispatchers" are a team of volunteers who have painstakingly collected known ICE vehicles and license plates. This information is aggregated on a crowdsourced database such as this one: (
https://cryptpad.fr/sheet/#/2/sheet/view/S7G47-fKloPOswbeBQ4x37WJisdPUWBCqGCGLTpN4TY/). I snagged a screenshot since it doesn't load for me.
This database is not complete nor their official resource. The "dispatchers" comprising of the admin team usually take their information from "
Whipple Watch." It's a Twin Cities group founded by
Natalie Ehret. This database categorizes thousands of vehicles and their plates with tags such as "confirmed ICE,” “suspected ICE,” and “confirmed not ICE.” They are truly a Retarded Palintir. After a verifier confirms the information by cross referencing it; the report is shared to the group chat and "commuters" respond to the call. The other way Minneapolitians report and mobilize is through "ICE Watch" chats which are larger in size and typically involve live dispatchers in group calls. If you're not tech-savvy, then Monarca offers a
24 hour volunteer hotline where you can report ICE activities.
Furthermore, Will describes listening and responding to Signal group calls in
his ride along with Spencer White. How these chats differ from the typical neighborhood watches is that they offer live feeds for anti-ICE drivers (similar to police scanners). "Commuters" will join large group calls where anyone can call in and provide suspicious vehicles, license plates, and more. These reports contain requests to tail or monitor the suspicious vehicles. Sometimes, mistakes are missed by the amateur verifiers; Will Stancil describes incidents where retards keep reporting the same DoorDash driver. It's gotten to the point that it's ingrained in Will's mind.
"This isn’t an exact science. Early on in our ride-along, another driver calls in some plates to see if they had been previously confirmed as ICE. Without pause, Stancil hops on the call to say he remembers the plates: They belong to a local Door Dasher who’s often confused with ICE because of his big, clean ride."

After affirmative verification, commuters will respond to the reports. You may remember the hilarious image of Will Stancil blowing a rape whistle behind his Honda Fit, well it's not unique to him. On Defend 612's
resource page, they link to @
mspwhistles which is a Twin Cities organization which freely distributes 3D-printed whistles. These groups have made a push towards whistling when trouble is nearby, alerting other's of ICE's presence.
Recently. Will Stancil has been
kicked out of a major Rapid Response group for his alleged irresponsibility. By having journalists on the ride along, he endangered the lives of the brave anonymous ICE response team. This is where understanding the admin teams is critical to understanding why Will Stancil was kicked out. To enter the more militant and effective groups, you must be verified by admins. These admins form their own "secret chats" which boil down to clique-like behavior. Admins are self-preservationists at their core and will hide behind the anonymity of these chats to avoid public or legal scrutiny. They also teach their members to disengage and act in accordance with the law and never argue with ICE agents. They have extensive resources teaching people exactly how to act when you see an officer. In fact, the level of self-policing in this movement is dramatic. Members called "trainers" attend rallies and ride along to yell and chastise rowdy protesters. These trainers are heavily trusted within the movement and will create interviews and videos that show how to publicly act. The inclusion of internal policing and secret chats is indicative of the admin's hivemind mentality, that members will act in accordance to their wills and regulations. So when Will Stancil takes to the streets and praises them in articles, the admins are left bitter and jealous. These groups have already assigned PR people, and Will isn't one of them. Thus starts the cannibalization of their own movement.
Also, Will has been breaking the rules FOREVER, actively posting footage of abductions which is in violation of their strict no posting policy.
When Will complains that there's no true avenue towards an appeal, I believe him. These movements want to make an impact, yet are constantly hindered by their own leadership, who are more self-interested than they are "for the cause." They hide behind layers of anonymity through Signal and "code names" and want to appear as if they're making a difference, while policing the people who are actually on the front lines and want to fight ICE.
There's a big club, and Will's not in it.
