In the manga, one of the villains in a later arc is a demon that wants to understand humanity. His only real "friend" among man was a politician that made a pact with him to turn an entire village to stone when he was about to be executed for treason. It's shown that even in their most sympathetic moments that their methodology is so self-centered and destructive that no one in their right minds would let them run loose.
