the eye is the concept of the palantir, the form taken by sauron (mostly) created after he obtained the ithil-stone. he didn't need the ithil-stone, but it was very good to keep it out of the hands of his enemies. he was his own palantir himself, but it was the inspiration for the eye as i personally understand the sequence of events, and there was definitely connection between the palantiri that remained and the eye, as we see him using the eye form when palantiri are used to observe him.
