This is a nice notion but be aware that a number of countries offer ancestry-based citizenship to American citizens. Notably, a number of African countries do this. If things went really belly up in the United States I'm sure those programs would be flooded with applicants.
This is why you can't ban dual-citizenship. Most countries have citizen by blood or ethnicity and therefore its impossible to renounce their citizenship.
