When the obvious answer of garbage/fire/delivery/services gets brought up, OP cries about the ring roads and other expressways in Amsterdam. The problem is that most of those deliveries still get brought over by truck.Why does the Netherlands build roads when tram tracks are better in every way?
Even if there were substandard highways, it would just mean more trucks on those substandard highways. I mean, when the Mont Blanc tunnel was closed after the fire (so from March 1999 to March 2002) it didn't mean that traffic disappeared, they just went on alternate routes.
Also the "trains are cheaper" guy seems to forget how expensive it is to operate trains. There's a reason you don't see short trains (<5 cars) unless it's being moved to another yard or something.
