That is a format he has come up with lately. A person that looks fairly stereotypical is being interviewed on the street and is handed a very loaded question but replies with the opposite of what you (and presumably the interviewer from Efil Mainstream Media) expected. Scroll a few pages and you will see several strips that function like that.

He really tells on himself when he draws this with an average looking Canadian, a woman with children or a normal black man. It's almost an admission that most people are against him.

I think Billy has just given the fuck up and Assigned Male is just him reeeing now. He has even deleted the main fucking characters of his long running webcomic - only a few panels out of the hundred or so he's recently drawn contain any characters from the original assigned male run.

Considering the hockey book has never come out, I'm guessing one of the reasons he decided to drop comics for a while is because he got bored of Stephaine and Ciel and the rest of the cast, moving on to whatever he was jerking off to at the moment. When Billy finally felt like he wanted to speak again/needed more money, he resurrected the comic to be completely his soapbox instead of soapbox with a little plot. LaBillie is likely burned out on the original characters and gave up. Now, admitting that would mean you'd have to refund people, and just as importantly, admit it to yourself. I don't think he can do or wants to do either.
