Portland woman arrested after autistic child found surrounded by feces, locked food

PORTLAND, Ore. (KATU) — Update: Godina-Velador failed to show up to court at her Wednesday arraignment. A warrant has been issued for her arrest.

A Portland woman is due in court Wednesday after Portland Police found a very disturbing scene at a welfare check in Southeast Portland.
According to court documents, police responded Friday night November 14, to a welfare check to apartment on Southeast 77th Avenue near Mitchell Street, just north of Foster Road.
Dispatch received a call from a woman who said her 11-year-old nephew never went to school, and that her 9-year-old niece was never picked up from school by her mother.
The woman told officers that her niece called her after not being picked up, and that she went over to check her sister's apartment, but that nobody answered the door.
Police learned from the woman that her sister had previously taken sleeping pills and overslept, and that other neighbors reported hearing a child moving around inside.
Police then decided to make an emergency entry and kicked the door open.
According to court documents, officers were greeted by an overwhelming stench of urine, feces, and rotting food with trash all over the apartment, and flies everywhere.
They then found the 11-year-old child, described as having low functioning autism, sitting naked on the couch watching videos on his phone.
They attempted to find his mother but several doors were locked, and officers also noticed feces smeared on the walls, floors, and on air conditioning units.
They then found an unlocked door, opened it, and found a woman, later identified as Ruby Godina-Velador, 32, who stood up and told police she was awake.
Officers told her she needed to put on her pants and come with them.
A Sergeant later arrived and discovered that both the refrigerator and freezer had locks on them.
Additionally in the room Godina-Velador was found in, police noted there was a self pleasuring device suction cupped to the porcelain lid of a toilet tank on the bed.
She was arrested on three counts of first degree criminal mistreatment.
Court records show the charges were adjusted to three counts of first degree child neglect.
Godina-Velador who has no criminal history in Oregon, and is due to be arraigned on the charges Wednesday afternoon at 2 p.m.
