Who knows, it likely varies by each building, but just think of them as storys below the dirt, we can do that now, my supposition is just that the buildings go down deeper and these construction projects are often a cover to "excavate" the deeper areas that have been completely or partially filled in by mud
Im not saying im right, im saying its something ive spent a decent amount of time digging into and these old buildings leave me with alot more questions than answers. if you dig even a little you will find alot of things that just dont make sense that your not able to find reliable information about.
Its like why they would knock down penn station after it was open for less than 50 years
